KU Leuven partners with CTM-E to support the newly formed CTEPRR Research Division
Counter-Terrorism Medicine Europe (CTM-E) will work closely with KU Leuven (KUL) through an MoU to support the Counter-Terrorism Emergency Planning, Resilience and Response (CTEPRR) Research Division. Luc Mortelmans, Dennis Barten, and Harald De Cauwer will lead the CTEPRR Research Division.
As modern security landscapes evolve, acute healthcare systems face heightened risks from asymmetric threats, hybrid warfare, acts of terrorism, and non-terror mass-casualty violence. The CTEPRR division aims to bridge emergency medicine practice, disaster planning, and academic rigour to study operational frameworks, clinical protocols, and hospital preparedness benchmarks across Europe in depth.
Through this collaboration, KU Leuven will contribute academic expertise and research infrastructure to advance CTEPRR’s core initiatives. This will also include launching the largest European survey on hospital resilience in the face of terror-related threats.
The first official meeting is expected in November 2026.
