Since January 2025, CTM-E (CTM-E MTÜ) has excelled at addressing some of the most complex issues emerging from the medical consequences of terrorism. These consequences can easily escalate into community and regional crises; compared to other disasters, terrorism can have long-lasting implications that last for decades. With our network of passionate researchers, we apply the latest research methods to stay ahead of conventional and emerging threats, delivering thorough reports that set the foundation for future principles, guidelines, and medical policies at a strategic level. As we face one of the most pressing issues of our time, our objective is to help decision-makers through research and analysis to reduce the impact on public healthcare of acts of terrorism. Your contribution will help CTM-E fund much-needed research in areas with scarce literature, including emerging threats like AI and drones, and share the findings with responders and decision-makers. Funding from donors, foundations, and other grantmaking organisations and bodies will enable CTM-E to drive change and shift the paradigm in public healthcare approaches for terror-related casualty incidents.
Why research in counter-terrorism medicine (CTM) matters? 🧪
The nature of terrorist threats is constantly evolving, from Complex Coordinated Attacks (CCTA) to the persistent danger of Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) events. Our response must evolve faster. At CTM-E, we believe that the drive for change must be forged through rigorous medical research. The critical research gap - medical consequences of terrorist attacks 🔭
Current public health and emergency protocols, especially regarding the long-term impact of attacks, often lag behind the terrorists' evolving methods. CTM-E research funding is essential to close these dangerous knowledge gaps, focusing on the specific medical consequences of terrorist attacks. Often associated with military medicine, blast & ballistic trauma remains underfunded in the civilian environment. Supporting research in innovative and standardised treatment protocols for the unique injuries sustained in mass casualty shooting and explosion events, optimising pre-hospital and surgical care must remain a priority for this emerging field. Another significant component of our research programs will include the psychological and long-term health. Investigating the chronic mental health consequences of terrorism on victims, first responders, and the wider community (including PTSD, anxiety, and depression) to develop effective long-term support models. Funding simulation and clinical trials in CBRNe preparedness will help to improve medical countermeasures and decontamination procedures for attacks using Chemical, Biological, Radiological, or Nuclear agents. CTM-E works closely with the International CBRNe Institute and other bodies to facilitate this. Last but not least, CTM-E will dedicate sufficient resources to studying system resilience and the consequences of cyber-attacks. In this component of our research committee, we will be looking into how terrorist incidents impact hospital surge capacity, supply chain logistics, and the integrity of the European healthcare network.
