CTM-E MTU does not currently receive any government funding. Our mission and work are made possible by a large group of supporters just like you. We currently work in 18 countries, and we ensure that your donation is spent as efficiently as possible, so that our research is ultimately reflected at the operational and strategic levels.

”The program is designed to empower the next generation of healthcare professionals by introducing disaster medicine in a practical, interactive, and a unique engaging way. Over 3 intensive days (3-5 July) in the Republic of San Marino, participants will experience hands-on training and simulations, expert-led sessions, real-world insights into emergency and disaster response, and a unique international learning environment. With the support of Segreteria Cemec European Centre for Disaster Medicine, Roberto Mugavero, CEMEC, and Counter-Terrorism Medicine Europe (CTM-E), the aim is to build a space where students and young professionals not only learn but also connect, grow, and become part of a global community.”

Donations and grants help maintain research independence, fueling innovation

The landscape of global threats is constantly evolving, and our medical strategies must stay two steps ahead. A significant portion of our budget is dedicated to peer-reviewed research and the analysis of emerging terror tactics. Your support allows our experts to study recent events, refine "best practice" guidelines, and innovate new triage technologies. This data-driven approach ensures that the medical community isn't just reacting to threats, but is prepared for the challenges of tomorrow.

Direct mission and operational support

A significant part of your donation goes exactly where it’s needed most: the front lines of medical response. We allocate funds to develop specialised clinical protocols and procure and donate high-fidelity training equipment that simulates complex terror scenarios. By minimising administrative overhead, we ensure that your money directly empowers healthcare providers with the tools and knowledge needed to manage blast injuries, chemical exposures, and mass-casualty incidents.

Professional training and education

Knowledge is the most effective weapon against the chaos of natural disasters or deliberate mass-casualty incidents. We use your contributions to host international workshops, webinars, and immersive field exercises for surgeons, paramedics, and first responders across Europe. These programs are often subsidised, sponsored, or provided free of charge to public-sector workers, ensuring that life-saving expertise is accessible to those who serve the community, regardless of their department's budget. This support is without any restrictions, and the effort means all year-round fundraising. This means that we don't always launch a fundraising appeal when we need to support educational programs or when funding is being cleared. Our members are actively involved in securing the funding we need 24/7 without restrictions. Our donors trust us with their donations whenever educational programs are most needed.

Sustainable growth and advocacy

To create lasting change, CTM-E invests in long-term advocacy and the development of educational programs through rigorous research. Your money helps us collaborate with other organisations to standardise counter-terrorism medicine (CTM) as a recognised medical sub-speciality. By maintaining a lean but effective organisational structure, we can provide a consistent platform for expert voices to influence European healthcare preparedness, ensuring that readiness becomes a permanent fixture in public safety.


Our efforts

Money donated to CTM-E is directed directly to educational programs. This is done with the dedication of 12 representatives across 18 countries. Our aim is to maximise the funds spent on educational and research programs. However, we acknowledge that there are essential running costs for any organisation, and a percentage of these costs is dedicated to operations.

For every €1 donated to CTM-E

  • 70c goes towards supporting educational and research programs, including operations

  • 10c goes into fundraising and membership outreach

  • 6c is spent on Estonian and European general support costs and operations

    What is the highest salary in CTM-E?

    All the funds have been either donated or reinvested. No salaries have been paid since October 2025, including Q1 in 2026. There are no additional bonuses or performance-related payments. 

    How is the Executive Director’s salary set?

    The Board reviews the salaries of other Executive Directors across the CTM-E movement and of Chief Executives at other European-based NGOs of similar size.  

    Using this information, the Board set a salary at a level that is competitive yet still modest, in keeping with CTM-E’s focus on maximising the use of funds for research and educational programs. The current salary fund is 0.

    Seventy eurocents of every euro you donate is spent on our research and educational programs & operations. We try our utmost to make sure that your donations are spent on deliverables rather than on administration and management costs.
